It will be deemed a party if the following elements are present at the same time: 1) stated intent or the use of decorations or other party related paraphernalia (signs, balloons, poppers, glitter, etc) or its a holiday weekend; 2) Adult consumables are present (namely alcohol or cannabis); 3) 8 or more people; 4) Loud music/voices/boisterous carrying-on after 11:00 PM.
